What happens
Abner Peabody and Lum Edwards are suspicious of Cedric Hoot, who appears to be secretly dealing with Dodge in Pine Ridge. Air raid warden Mousey Gray reported seeing a package of pamphlets exchanged for money in a car bearing Cedric's license number, and Abner, who fears Cedric may be after his circulating manager job, sets out to trail him in a disguise. Their efforts to question Cedric lead them to a series of phone calls around town. Their attempts to pin down his whereabouts become muddled, and the story moves toward the discovery that Cedric has been arrested for driving without license plates.
