What happens
Clark Kent, a reporter for a metropolitan newspaper, and Commander Leeds, head of the naval base, look into the escape of Dr. Deutsch and his accomplice Hans. The pair had been taken prisoner after their scheme to seize the Grayson submarine was foiled, and they were to face punishment for the murder of its designer, Walter Grayson. Earlier, the two spies hid their stolen car in the ocean and reached a shack near the shore, where they set up a laboratory and began tapping the naval base's telephone cable. Back at the base, Kent questions Lewis, a Secret Service man, and the yard officer Ince and Carter, learning that the order to move the prisoners to the detention pen bears Commander Leeds's signature. Kent suspects that the signature was forged.
