25th precinct Sergeant Waters shooting where? What's up, East Station? Or what is it, a robbery? A what? Who is it? You're in the muster room at the 21st precinct, the NERV Center. A call is coming through.

You will follow the action taken pursuant to that call from this minute until the final report is written in the 124 room at the 21st precinct. All right. Tell them I'm selling more offices in the ambulance.

Yeah, that's right. The ambulance and more police officers. They'll be right there. Yeah, right away. Twenty-first precinct. It's just lines on a map of the city of New York. Most of the 173,000 people wedged into the 9-10th of the square mile between Fifth Avenue and the East River.

The Twenty-First, 160-Patulment, 11-Sargents and 4-Lutenants of whom I am the boss. My name is Canelli, Frank Canelli. I am Captain in Command of the Twenty-First. I was working my night tour, 4 p.m. to 8 a.m.

It was a busy night in the precinct. At 9 p.m. Patulment Joseph McGill rang in, stating that he had reason to believe there was a dice game in progress in the rear of a barbershop on his post. The desk officer, Lieutenant Harry L. Snyder, conveyed this information to me, and I instructed him to notify the six division

plane-close men whose job it is to enforce the laws relating to public morals in the 21st and other precincts of the division. At five minutes after 10 p.m., Deputy Inspector Elias Zimmerman and four plane-close men arrived in the precinct to act on the information.
