What happens
In the year 2204, colonial inspector 37 arrives on New Delaware, a lost Earth colony whose village has had no contact with Earth for two hundred years. Mayor Billy Painter, having learned that Earth colonies have criminals, appoints fisherman Tom Fisher as the town criminal and gives him a sculking permit authorizing theft and murder. Tom struggles with the assignment, trying to find a suitable motive and a victim among his friends and neighbors. The village is preparing for the inspector's visit, and the story follows Tom's efforts to carry out his new role. This is the X Minus One episode Skulking Permit, a Robert Shekley story adapted for radio by Ernest Kanhoye, broadcast on July 4, 1957 by NBC.

Written from the episode itself; it never gives away the ending. Every recording is remastered for the stream: cleaned of rumble, hiss and mains hum (and the old TV whine where we found it), then levelled in two passes to steady broadcast loudness, so one show is never quieter than the next.
