What happens
Clark Kent, a newspaperman, has been jailed after being caught near Governor Carson's mansion, where he had gone to warn the governor of a plot. In his cell he meets Monty, a gang member who takes him for one of Pete Flores's men. Monty describes a plan to set a fire, break out of jail and then seize the governor at the mansion near midnight. Kent escapes the jail and flies to the mansion, where he tries to warn the governor and then takes the governor's place to meet the gang. The episode ends with the governor missing and a cliffhanger.
